The Supreme Commander, however, being fully conscious of the desperate need of the people of Japan for a liberal and enlightened Constitution that will defend them from the injustices and the arbitrary controls of the past, has approved this document and directed that I present it to you as one embodying the principles which in his opinion the situation in Japan demands.
